In fact, it was something to do with the way I was launching Tomcat.

I had :

set CATALINA_HOME=D:\...\tomcat4
...
cmd /C "%CATALINA_HOME%\bin\startup.bat"

I changed it to:

cmd /C "d:\[actual path]\tomcat4\bin\startup.bat"

Then everything worked. Maybe I am doing something dumb or my BAT file is
wrong, but there it is for future reference.
