"Hot Deployment" works perfectly for me in tomcat-standalone.  I use
tomcat 4.1.24.  I don't have a <Context> element for my app in
server.xml, nor in the .war file.  I have the <Host> set to
autoDeploy="true" and unpackWARs="false".
