Subject is it possible to specify a server-wide 404 error page

I'd like to add the following to $CATALINA_HOME/conf/web.xml:

    <error-page>
        <error-code>404</error-code>
        <location>/404.html</location>
    </error-page>

But when I do, my 404.html page (in webapps/ROOT) doesn't get picked up, and
IE renders it's own built-in 404 instead.  If I remove it, Tomcat's 404 is
rendered.  How do I replace the default 404 for Tomcat?  

The reason I ask is I want to remove a bunch of context's from my site, and
I want to inform users what happened, rather than just leaving them hanging.
