In the source distro for 4.1.x, Jasper is packaged with Tomcat (in
.../jakarta-tomcat-4.1.x-src/jasper).  In your build.properties file, you
need to edit the "jasper.home" to point to:
jasper.home=jasper

You typically have to edit the "jtc.home" property as well to point to where
you downloaded the jtc source.
