Subject Tomcat 4.1.24 config problem -- no access first time Tomcat started.

Hi,

I put my mgmt.war file in webapps directory but no webapps/mgmt/.
The first time I started Tomcat, I have no access to my app,
although I see mgmt.war get extended to mgmt directory. Restart
tomcat and everything works fine.

Here's my set up in server.xml --
