Hi Turner
          Where can i check this access rules in apache.tomcat
configuration....and also i have one more doubt...we are accessing this site
with https protocol...so my doubt is that when response.sendRedirect()
makes https request internally or it makes http request...because when we
are clicking download it says that ur going outof securesite would u like to
contine or not ,when we say continue we are getting this error

403 is access denied.  Sounds like your access rules are fine for your 
internal users, but not your external users.
