Take a look at the 
<Context/> element's "reloadable" attribute.
I think that is what you want.

Hi everyone,

Is there a way we can have tomcat load new JAR files
in the lib directory? I am looking for a way to add
JAR files to the lib folder of an application and have
tomcat automatically ready them instead of having to
restart tomcat. If I had class files I could put them
in WEB-INF/classes and have them work, right?

Any ideas ...?
