Yes, 
Not authorized has the 401 http error code.
So you should be able to set in web.xml (either conf/web.xml or /WEB-INF/web.xml) : 

	<error-page>
	  <error-code>401</error-code>
        <location>/welcome.jsp</location>
	</error-page>
