The JAVA_HOME don't have to include then /bin directory...

so the correct could be:

JAVA_HOME
C:\Programme\Java\j2re1.4.1_02

BUT...

you need the SDK, not just the runtime, (j2re is the runtime).

So, go to java.sun.com, and download the latest SDK.
