Jeff,

A couple of things that may help.

Make sure that you've set CATALINA_HOME.

The way I read catalina.bat, it should set all of the
classpath information based on CATALINA_HOME and
JAVA_HOME.  According to the documentation, Tomcat
completely ignores the environment variable CLASSPATH
and builds its own.

Your PATH statement looks correct.

To check all of those things, open up a command window
and type the following:

echo %CATALINA_HOME%
echo %JAVA_HOME%
echo %PATH%

Make sure that you get the expected output.

Jeff, you probably know the following already, but
I'll put it in for completeness.

When you add the environment variables (if you do this
by hand in the command window right before running the
batch file), do not place spaces around the equals
sign.

set FOO = bar
echo %FOO% 
%FOO% (what the computer will print)

set FOO=bar
echo %FOO%
bar (what the computer will print)

One final 'gotcha'.  If you set the environment
variables in one command window, and then run the
startup scripts from either the start menu
(Start-->Programs-->Apache Tomcat 4.1-->Start Tomcat)
or another command window, your environment variables
are not inherited.

A better way of setting an environment variable is to
do the following.

1. Go to My Computer and right mouse click on the
icon. 
2. Bring up the properties window and select the 
   Advanced tab.
3. Then click on the Environment Variables button.
4. This will bring up a window with System environment

   variables and your environment variables.
5. Add the appropriate variables (CATALINA_HOME and 
   JAVA_HOME).
6. Edit the PATH variable to include the 
   C:\j2sdk1.4.1\bin.
7. Click OK and then these environment variables will
be
   inherited for every command window.

If you plan to eventually have Tomcat start when the
computer reboots, you'll want to add these environment
variables in the System environment variables.
