If you put both of these files in the $CATALINA_HOME/webapps directory,
that is absolutely the expected behavior.  Tomcat only checks for
duplicates on the context path.

What you probably want to do is put warp-1.0.war someplace else, and make
the docRoot of the <Context> element in warp-1.0.xml point at it via an
absolute path.
