Sorry :( 

I thought I had upgraded recently to 4.1.18, but it turns out was still
running 4.1.12 (though with mod_jk2.so from the jtc 4.1.18 distro).
Apache is 2.0.44.

Upgrading tomcat to 4.1.18 fixed this. Thanks!
