You can implement a Filter :

http://jakarta.apache.org/tomcat/tomcat-4.1-doc/servletapi/javax/servlet/Filter.html

that would be executed either before or after (or both) the response is created, with traditional
servlets/jsp.

You could for example check out the URL in the request, and redirect the request to the error-page
you want to use for such 404.
