I'm having a similar problem with error-page tag in tomcat 3.2.  I believe the tag is supposed
to be supported in 3.2, can anyone confirm this, and provide a sample config snippet showing
its proper use?

catches JspException and redirects them to my error page, but
ServletExceptions aren't redirected. Anyone know why?
  I think I'll have to go back to my original idea of writing a filter
to catch the exceptions.
