OK,

I have it set up in the following way:

1. In the service properties, I have it logging onto
the local system account.

2. I have set the environment variables in the System
account:

CATALINA_HOME=C:\Tomcat
JAVA_HOME=C:\jdk1.3.1_04
TOMCAT_HOME=C:\Tomcat

The last is for some legacy applications.

3. I have made sure that java.exe and javac.exe are in
the System path by adding:

C:\jdk1.3.1_04\bin to the system PATH environment
variable.

This environment works reliably on my Windows/2000 Pro
SP3 machine.
