Thanks John for your reply.
I had many problems with libraries, so I reinstalled Linux.
Now the problems are gone!!!
All these URL's work in the web.xml file:

http://java.sun.com/dtd/web-app_2_3.dtd
http://localhost:8080/myApp/web-app_2_3.dtd
http://$CATALINA_HOME/myApp/web-app_2_3.dtd
