Did you define a unique jvmroute for each in server.xml ?

<Engine jvmRoute="tomcat1" ...>
<Engine jvmRoute="tomcat2" ...>

Have you encoded the action for the form(s) ?
Otherwise you will have problems if cookies 
are diabled.
