I would just touch all jsp files:

find ${CATALINA_BASE}/webapp -name "*.jsp" -exec touch {} \;

(Or just use touch on the page that makes the include)

Another option (that I haven't tried) is to remove the content 
of the work directory:

rm -rf ${CATALINA_BASE}/work/localhost/*
