We're going around in circles.

Both catalina.bat and startup.bat have code in them for determining the
value (default value) of CATALINA_HOME if it isn't set as an environment
variable.  Assuming that code works, you shouldn't have to set anything
except JAVA_HOME, which you already have set.

Make sure catalina.bat and startup.bat are the original, unchanged versions
(no edits), reboot, and just execute startup.bat without setting anything
anywhere.  Let us know what happens.

I changed "jakarta-tomcat-4.0.4" to "Tomcat".

In the catalina.bat file, I set CATALINA_HOME=.

In the Dos prompt I set CATALINA_HOME = C:\Tomcat

and typed in Tomcat\bin\startup

Same Error
