Subject Read Permissions on Webapp Directories

Hi,

I have a question about why Tomcat needs read permissions on the directories 
webapps are located in.

Except for the WEB-INF directory, which Tomcat naturally needs read 
permissions to for loading .jars and everything, why won't Tomcat settle for 
execute only permissions on regular directories (including the webapp root 
directory) and read only permissions on files (.jsp and any other) in those 
directories, just like Apache does?

I am planning on running Tomcat on a server where each user has a Context 
assigned to them under /home/username/public_html. I'd like to leave the 
permissons on those directories at 711, and only change them for WEB-INF if 
possible.
