In fact, if you work with Apache, you can configure the "httpd.con" file. It
is there for this.

You also can put a ".htaccess" file in every directory you want to protect.
You have to put inside the same wou would have put in the httpd.conf
directory declaration.

but i still think that using the /WEB-INF is the best way. It is exactly
there for what you want to do (correct me if i am wrong). The servlet
specification says that no http request can be served from under this
directory.
