In S.u.S.E. is done with the rc scripts (/etc/rc.d). Tomcat start when the
system starts.
Probably in Redhat it works of the same form.

Try to copy the rc scripts of S.u.S.E to your RedHat.

background on a RedHat Linux box without having to log in and start the
service manually?
