Your mod_jk configuration (either in or included in your httpd.conf) 
specifies the location of the workers.properties file.

JkWorkersFile /usr/local/apache/conf/mod_jk/workers.properties
JkLogFile  /usr/local/apache/logs/mod_jk.log
JkLogLevel error
