weird...

download the tomcat sources and check out the class
org.apache.jasper.compiler.JikesJavaCompiler

See the method "compile()"

and note the comment on line 193, and 203 --
//XXX - add encoding once Jikes supports it

odd -- i would advise you check out the sources in this package
org.apache.jasper.compiler

and your questions will be answered.
