Jacob,

Still not working.
My welcome file list is this

    <welcome-file-list>
	<welcome-file>
            index.xml
      </welcome-file>
    </welcome-file-list>

I took out the html & jsp stuff, and it is still showing a directory
listing.
About upgrading to Tomcat 4, I initially started with Tomcat 4, but ran into
problems with IIS.
IIS wasn't my decision, is was a company decision, so there is really
nothing I can do about that.

If you have any other thoughts, please let me know.

Add the following to your web.xml...

<welcome-file-list>
         <welcome-file>index.xml</welcome-file>
         <welcome-file>index.html</welcome-file>
         <welcome-file>index.htm</welcome-file>
         <welcome-file>index.jsp</welcome-file>
</welcome-file-list>

At least you can do that in the Servlet 2.3 spec.  I would suggest 
upgrading to Tomcat 4.x.x anyway.
