I believe the makefile is wrong.  I had to look at the output of the make command and find
a command near the end that was run in the <base>/apache-2.0 dir that was linking mod_webapp.la.
 I then copies that command, added the -shared flag and changed the output to mod_webapp.so.
This worked for me with apache 2.0.32 but not 2.0.28.
