Under Windows
For Tomcat 3:
SET TOMCAT_OPTS=-D....
tomcat start

For Tomcat 4:
SET CATALINA_OPTS=-D....
tomcat start

For Unix you will need to set the environment variables like above, but your
shell might require a different syntax.
