In the catalina.bat or catalina.sh set the variable CATALINA_OPTS

On Windows I would do:

set CATALINA_OPTS=-Xms64M -Xmx256M

to set a minimum of 64 MB and a maximum of 256 MB RAM. You should do this 
at the beginning of the file.
