I didn't use an rpm so I guess I got the standard binaries.

I tried both ports in my browser.......8180 and 8080.

I copied the same Tomcat 4.0.1 download to the windows 98 side of my 
hard drive.  I had no trouble getting it to work with 
http://localhost:8080 there.
