Subject Problems with startup

I have installed Tomcat 4.0 on my NT 4.0 SP6a machine. When I first install it, it will run.
After I reboot or log off then log back on, Tomcat no longer works. On the startup DOS window
I get 2 exceptions thrown.

LifecycleException : No UserDatabase component found under key catalina/userdatabase
and
LifecycleException: HTTP connector has not yet been started.

In my log file I get the following:

2002-01-30 08:35:14 HttpConnector Opening server socket on all host IP addresses
2002-01-30 08:35:14 UserDatabaseRealm[Standalone]: Exception looking up UserDatabase under
key catalina/UserDatabase

I am also running Apache 1.3.22 Win32.
