I don't believe:

    docBase="/site/www.tenetchoices.com/webapps/"

would be correct in any version of Tomcat.  docBase should
point to the directory that contains "WEB-INF" as one of its
subdirectories.  Typically WEB-INF's are found under
*subdirectories* of "webapps", not directly underneath
"webapps".
