I think you are trying to use the Tomcat 3.3 class location and syntax
instead of the 3.2.3 one..

You should use 

        <Connector
className="org.apache.tomcat.service.PoolTcpConnector">
            <Parameter name="handler" 

value="org.apache.tomcat.service.connector.Ajp13ConnectionHandler"/>
            <Parameter name="port" value="8009"/>
        </Connector>

TO activate a ajp13 connector in 3.2.3
