The "shutdown" handling in Ajp13 is there for completeness.
But AFAIK, nothing was ever written to use it.  Since it isn't
used, a flag was added so it would be ignored.  If you want
to use it, you will need to modify StopTomcat.java to send
the appropriate bytes to the Ajp13 port.
