Thanks Larry, you put me on track. I added the following two lines to
wrapper.properties, which were apparently missing, and now the service
starts!

wrapper.class_path=$(wrapper.tomcat_home)\lib\ant.jar
wrapper.class_path=$(wrapper.tomcat_home)\lib\crimson.jar
