Subject problem with WAR files

I'm trying to deploy an application by making a .WAR archive, but I'm
unable to find
how to properly configure tomcat to use it.

The application is currently placed in an "unpacked" war directory
structure, with
all servlets in ed/www/WEB-INF/classes:

    <Context path="" docBase="" debug="0" reloadable="true" />
    <Context path="/ed" docBase="ed/www" debug="0" reloadable="true"/>

With this setup, I'm able to access a servlet with
http://localhost:8080/ed/servlet/packageName.servletName

I made a war file that contains everything that's in ed/www/, I changed
the setup to use the .war file, restarted the
server, and the URL won't work anymore.

    <Context path="" docBase="" debug="0" reloadable="true" />
    <Context path="/ed" docBase="ed/ed.war" debug="0"
reloadable="true"/>

I've also set unpackWARs="true" for the <Host> entry

What am I doing wrong?
