With Tomcat 3.2.1 on DU4.0D and DEC Java 1.2.2-8, I had to change 
bin/tomcat.sh to change the "$@" at the end of the start, stop and run 
$JAVACMD... lines to $@.

Apparently it doesn't like the empty "" as an argument.
