We achieve a similar thing, sending out reminder emails on certain
criteria from our database, by using a servlet.

The servlet starts with Tomcat and initiates a thread that is run in
the background. The thread then sends out runs queries and sends out
emails. The thread is made to check for certain conditions every 5
mins. You could certainly have longer sleep period or run it at
particular time.
