in fact, I meet the same problem both on windows2000 professional
and windows98se. in the log file named [apache_log.YYYY-MM-DD.txt]
there are some errors like:

I'm sure there's no problem on access permission and path.
maybe there is some CRLF/LF problems between browser/apache/webapp/tomcat.
