Your syntax is wrong.

Try "jk_nt_service -I SERVICE_NAME c:\tomcat\conf\wrapper.properties"

Where "SERVICE_NAME" is whatever you want to call this service.  Make sure you 
specify the correct path to your wrapper.properties as well.
