I think that this may have to do with the security policy not allowing you
to load classes or jars from 'other' directories.

Look in conf/catalina.policy or conf/tomcat.policy (depending on the version
of tomcat you are using).
You will probably need to add an entry that looks like this:

grant codeBase "file:/usr/local/-" {
        permission java.security.AllPermission;
};

Or for greater security:

grant codeBase "file:/usr/local/classes12.jar" {
        permission java.security.AllPermission;
};
