Possibly, but it is not only happening in Tomcat. It happens when I put the
CLASSPATH in /root/.bashrc or /root/.cshrc on startup.

Thanks for the info on tomcat.policy though. They are different versions
(Tomcat 3.2.2 -working) (Tomcat 3.2.1 - not working).
