By default http://localhost:8080 should go to webapps/ROOT from your Tomcat
root directory.  In server.xml, you can add a context path that points "/"
to the path you want to use for your default directory.  See example below:

<Context path="/"
            docBase="webapps/myprefferedfolder" >
</Context>

This will cause Tomcat to point to "webapps/myprefferedfolder" when you open
http://localhost:8080, instead of "webapps/ROOT".  An index file in the new
folder will auto open now.  Make sure it's within the <ContextManager> tags,
I have mine towards the end of the file.
