Subject Urgent! JSP Compilation problem

Hello,
We are having some weird problem on a Win2k box (Advanced Server)
We unpack a zip file containing a webapp. and everytime a page is hit,
the JSP gets recompiled.
If you go to the server, and "touch" (in the unix sense) the jsp file,
by writing a space on it, deleting it, and then re saving the file, that
JSP never gets recompiled again.

Does anyone know what can it be?
