In server.xml I have tried modifying the 'appBase' attribute of the Engine element but TC continues to look for $CATALINA_HOME/webapps. As 'appBase' is not mentioned in the documentation for Engine (http://jakarta.apache.org/tomcat/tomcat-4.0-doc/config/engine.html) I thought the DTD for server.xml might help me.
