Had the same problem. I had to specify where the tools.jar and src.jar 
files where specifically.

ie. CLASSPATH=C:\jdk1.3.1\lib\tools.jar;C:\jdk1.3.1\lib\src.jar;....

(or where ever you files are located, I moved files to the \lib dir for 
easy access)
