You have to add mappings to your web.xml so tomcat knows to look for the
compiled classes (in your case, it was just compiling your jsp's itself where
necessary!).

I posted an example a few days back...

Subject: precompile jsp files with that has jsp:include

Hi,

I see quite a few postings in archive about precompiling jsp files but
don't see any mentioning of
my problem: I'm using tomcat 3.2.3 on Linux, I can compile all my jsp
files, put class
files in WEB-INF/classes/ and it works fine. Next I removed all jsp
files from the war
file, and I find that tomcat can no longer find files loaded through
jsp:include
Any idea?

Thanks in advance.
