Somebody could write it. Tomcat can download any java class to process
requests.

Why should there be? Anything "built-in" would be based on a servlet,
anyway. 
And it needs to be configurable, so, I really do not know what I would
put in 
the "generic ASP redirect servlet" - if I were a Tomcat developer (which
I'm not).
