Try adding the following:

<servlet>
  <servlet-name>menuscript</servlet-name>
  <servlet-class>menu.jsp</servlet-class>
</servlet>
<servlet-mapping>
  <servlet-name>menuscript</servlet-name>
  <url-pattern>/menu.js</url-pattern>
</servlet-mapping>

to your server.xml

I think those are the right elements.  failing that there was a similar
post (mapping a jsp to a path) a few weeks ago, have a search for jsp and
servlet-mapping and server.xml in the archives and see if it turns up.
