For Tomcat 4 the environment variable to set is CATALINA_OPTS, not
TOMCAT_OPTS.

If you're running on a Unix platform, also read the comments inside
"catalina.sh" about using the JPDA_OPTS environment variable, and starting
Tomcat with:

  $CATALINA_HOME/bin/catalina.sh jpda start
