I have tried this, and I know that the java can find the dll, because I
once had the dll up by the IIs too, and

	the tomcat yelled that the dll is already loaded.. so I killed
the IIs, and back to the UnsatisfiedLinkError.

I would guess its because java can't find the dll in its path....try
putting
the DLL in windows/system.
